This bill makes it illegal for adults under 21 to purchase a handgun or so-called “assault firearm” in Virginia, with limited exceptions. It continues restrictions on those under 18 possessing or transporting these firearms. In simple terms, 18–20-year-old legal adults would lose the ability to purchase certain firearms.

At 18 years old, citizens are recognized as legal adults — they can vote, serve in the military, and enter binding contracts — yet this bill denies them a constitutional right.

The Second Amendment does not contain an age carve-out for legal adults.

The bill targets law-abiding young adults instead of focusing on criminals who misuse firearms. Expanding age-based prohibitions is another incremental step toward broader firearm restrictions in the Commonwealth.

HB1525 is a direct infringement on the constitutional rights of legal adults. The Second Amendment is not conditional, and it does not permit the government to selectively deny rights based solely on age once someone is legally recognized as an adult. By stripping 18–20-year-olds of their ability to exercise a fundamental constitutional protection, this bill violates equal treatment under the law and disregards the plain meaning of the Constitution. 

Rally Virginia strongly and unequivocally opposes HB1525 as unconstitutional and harmful to individual liberty.
