Rally Virginia opposes HJ 4 because Redistricting should not be politically convenient.
Congressional maps should represent The People. Maps should never be under the control of crooked politicians’ ever-changing whims or to “score points” against another state. Districts should be predictable, representing the will of Virginia’s voters by proportion.
