SB 32: Repeal of “Right-to-Work” Protections

🔴 THREAT LEVEL: HIGH

Bill Number: SB 32
Bill Patron: Sen. Jennifer D. Carroll Foy
Issue Area: Senate Commerce and Labor
Who It Will Impact: Businesses

SB32 repeals Virginia’s Right-to-Work law, allowing employers and labor unions to require union membership—or union dues—as a condition of employment. This bill eliminates long-standing protections that guarantee Virginians the freedom to work without being forced to join or financially support a labor union. If passed, unions could negotiate agreements that deny jobs to nonmembers, require union membership to keep a job, or create union monopolies within workplaces.

Right-to-Work is a cornerstone of Virginia’s economic success. SB32 dismantles that foundation by empowering unions over individual workers, replacing freedom of choice with coercion. Workers would no longer have the right to decide whether union membership aligns with their values, finances, or career goals.

The repeal would also make Virginia less competitive with neighboring Right-to-Work states, discouraging business investment and job creation. History shows that forced unionization leads to higher costs, fewer jobs, and increased political influence by powerful labor organizations—often at the expense of workers themselves.

  • Workers lose freedom to choose whether to join or support a union
  • Jobs are put at risk as businesses reconsider investing in Virginia
  • Union power increases, while individual voices are silenced
  • Higher labor costs threaten small businesses and economic growth
  • Virginia’s pro-business reputation is weakened
  • Shifts power away from workers and toward union leadership and political insiders

RALLY VERDICT: ❌ STRONGLY OPPOSE

Rally Virginia strongly opposes SB32. No Virginian should be forced to join a union or pay dues just to earn a living. Right-to-Work protects worker freedom, economic opportunity, and a competitive job market—and it must be defended.
